Page 529, after line 13, insert:

"M. The Commonwealth Transportation Board shall report on the annual transportation revenues received pursuant to § 58.1-611.1(B), Code of Virginia, as compared to transportation revenues forecast to be received pursuant to § 58.1-611.1(A), Code of Virginia, as of June 30, 2023 and the impact on the long-term transportation maintenance, operation, safety, and construction needs across all modes of transportation starting with fiscal year 2023. The Board shall report its findings and any funding recommendations to the chairs of the House Committees on Appropriations, Finance and Transportation and the Senate Committees on Finance and Appropriations and Transportation no later than November 1, of each year.  A final report on the sustainability of dedicated state transportation revenue sources to meet the needs of the Commonwealth shall be submitted no later than November 1, 2026."



Explanation

(This amendment directs the Commonwealth Transportation Board to report on the impact of the elimination of the one-half percent state sales tax imposed on food purchased for human consumption and essential personal hygiene products. Beginning January 1, 2023, the elimination of the state retail sales and use tax on food purchased for human consumption and essential personal hygiene products is estimated to reduce transportation revenues by $741.4 million through FY 2028.)
