Page 494, after line 25, insert:

"U. Notwithstanding § 53.1-27, Code of Virginia, beginning July 1, 2023, state correctional facilities shall not collect profits, commissions, or other renumeration for the operation of stores in state correctional facilities."


(This amendment provides $13.0 million GF the first year and $13.7 million GF the second year to support elimination of commissary revenue and support no-cost communication systems for inmates. The amount includes $23.0 million to support a low-cost inmate telephone system and free calls, video visits, and secure messaging for inmates. The amendment also provides language prohibiting state correctional facilities from collecting commission and other profits for commissary operations and includes $3.7 million the second year to offset the resulting loss in revenue.)
