"Z. 1. Out of this appropriation, $17,000,000 the second year from the general fund is provided for the creation of two Crisis Stabilization Units (CSU). Out of this funding, $10,000,000 is provided for the one-time costs of establishing the two CSUs and $7,000,000 is provided for the ongoing operational costs.

2. The Department of Behavioral Health and Developmental Services shall provide detailed information to the Chairs of the House Appropriations and Senate Finance and Appropriations Committees before the funding is provided for a new CSU to ensure the most strategic deployment of resources, including (i) the unmet needs the new CSU will address, (ii) the capacity of Community Service Boards or private providers to staff the proposed unit, (iii) the CSU's ability to serve individuals under an emergency custody order and temporary detention order, (iv) the expected initial and ongoing costs of the proposed CSU, and (v) the planned timeframe for when the CSU would become operational."



Explanation

(This amendment provides $17.0 million from the general fund in the second year for the development of two Crisis Stabilization Units (CSU). CSUs are community-based, short-term residential treatment programs that serve individuals who need emergency psychiatric treatment. They can treat individuals who are placed under a temporary detention order and also serve as step-down treatment for individuals discharged from inpatient hospital treatment programs. Out of this funding, $10.0 million is for one-time development costs and $7.0 million will be ongoing operational costs. The Department of Behavioral Health and Developmental Services will have to report relevant information regarding the CSU to the Chairs of the House Appropriations and Senate Finance and Appropriations Committees before the funding is released. This is a recommendation of the Behavioral Health Commission.)
