Of this appropriation, from the amounts in paragraph Y., $140,000 from the general fund and $360,000 from nongeneral funds the second year shall be provided as grants to help healthcare providers who are not affiliated with health systems to improve their information exchange capabilities by connecting to the program. Funds appropriated for these grants shall be used solely for the purposes of enabling health care providers to improve their health information exchange capabilities and integrate that information into their electronic medical records. The Commissioner of Health shall include the operation of this grant program in its contract with the third party that operates the program established in § 32.1-372 of the Code of Virginia."



Explanation

(This amendment provides $2.1 million from the general fund and $5.5 million from nongeneral funds the second year to expand the Emergency Department Care Coordination program into a full Health Information Exchange (HIE). The funding provided includes $500,000 for a grant program to help smaller, community providers integrate the HIE into their electronic health record. This amendment is a recommendation of the Joint Commission on Health Care.)
