"II.1 The Department of Medical Assistance Services, in conjunction with relevant stakeholders shall convene a workgroup to develop a case management service for high-risk pregnant and postpartum mothers. Case management shall include but not be limited to navigation, coordinating appointments for mental health, addiction, chronic disease and high-risk obstetrical services navigating the system and care to ensure access and engagement and additionally, assessing the need for other social determinants of health including housing, education, and childcare. The workgroup shall make recommendations on the relevant service definition, administrative structure, eligibility criteria, reimbursement rates, evaluation process to include outcome measures, and estimated annual costs in administration of this service. The department shall develop a rate methodology that supports this service.

2. The Department of Medical Assistance Services shall implement a home visiting benefit for pregnant and postpartum mothers that aligns with and supports home visiting programs in Virginia.  The department shall work with relevant stakeholders to develop the service definition, eligibility criteria, reimbursement rates, evaluation process to include outcome measures, and estimated annual costs in administration of this service.  The Department shall develop a rate methodology for this service.

3. The department shall submit a report which outlines the development of these services, and the service methodology to the Chairs of Senate Finance and Appropriation and House Appropriations Committees by November 1, 2023."

(This amendment provides $375,000 from the general fund and $375,000 from nongeneral funds to convene a workgroup to develop a case management service for high-risk pregnant and postpartum mothers and implement a home visiting benefit for pregnant and postpartum mothers that aligns with and supports home visiting programs in Virginia.)
