"F. Out of this appropriation, $20,000,000 is provided in the second year to establish funding for a pilot program under the provisions for the Virginia Brownfield and Coal Mine Renewable Energy Grant Fund, §45.2-1725, Code of Virginia.  Notwithstanding the provisions of §45.2-1725 F, Code of Virginia, the grant program may be administered regardless of federal funding availability.  The pilot program should award grants of up to 20 percent of the total project cost, or $2,000,000 to any previously coal-mined lands project and $1,000,000 to any single brownfield project, whichever is less.  Pilot program grants should prioritize projects hiring local workers.





Explanation

(This amendment provides $20 million GF in the second year for a pilot program to be administered by the Department of Energy for awarding grants to solar energy products that are located on brownfields or previously coal mined lands. The amendment stipulates additional requirements for the pilot and removes the requirement that federal funds be available to cover the cost of the allocation. )
