Out of the amounts in this Item, $4,000,000 the second year from the general fund is provided for the department to establish a pilot program to support first-time homeowners in the Hampton Roads Planning District (Region 23).  In designing the pilot program, the department will work with local non-profits to construct affordable homes to be made available to first-time homebuyers with incomes at or below 80 percent of Area Median Income.  Program guidelines should consider prioritizing first-time homebuyers currently residing in public housing or participating in a federal, state or local housing voucher program.  



Explanation

(This amendment provides $4.0 million GF in the second year for a pilot program to increase options for first-time homeowners in the Hampton Roads Planning District (Region 23). The pilot program will work with nonprofits to produce affordable homes for first-time homebuyers with incomes at or below 80 percent of Area Median Income. The program guidelines should require that priority be given to first-time homebuyers currently residing in public housing or utilizing a federal, state or local housing voucher for their rent.)
