Authority: Discretionary Inclusion
A. Out of this appropriation, $1,513,961 from the general fund the second year is included for a joint internship and management training program to assist in improving leadership, management, and succession planning capabilities of all branches of state government. The Office of the Secretary of Finance shall coordinate with Virginia Polytechnic Institute and State University for the continuation of the program in accordance with the existing Memorandum of Understanding. Any balances remaining from the appropriation identified in this paragraph shall not revert to the general fund at the end of the fiscal year, but shall be brought forward and made available to support the Virginia Management Fellows program in the subsequent fiscal year.
B. The Department of Planning and Budget is authorized to transfer $624,000 from the general fund the second year to Virginia Polytechnic Institute and State University, or the amount consistent with the contract, from the appropriation in this item and to applicable state agencies as required to execute the purposes of this item.
C. The Secretary of Finance shall establish an advisory group to oversee the program composed of agency mentors from agencies that actively participate in the programs and the staff directors, or their designees, of the House Appropriations and Senate Finance and Appropriations Committees."
Explanation
(This amendment returns the Virginia Management Fellows program to the Finance secretariat. It also reestablishes an advisory group for the program.)
