"II. The Department of Medical Assistance Services (DMAS) shall have the authority to conduct the following rate studies: (i) to establish a methodology for an annual adjustment of community based behavioral health services rates for inflation. Community-based services in this context shall include all mental health and substance use disorder outpatient services (excluding residential or inpatient services); and (ii) for a one-time redetermination for Therapeutic Day Treatment rate and unit structure.  Any studies to design or introduce school-based mental health services shall include input and engagement with students and stakeholders from school districts. The department shall have the authority to implement these changes effective July 1, 2023, and prior to the completion of any regulatory process to effect such change."



Explanation

(This amendment provides $225,000 from the general fund and $225,000 from nongenerals funds the second year for the Department of Medical Assistance Services to conduct the following rate studies: (i) To establish a methodology for an annual adjustment of community based behavioral health services rates for inflation; and (ii) for a one-time redetermination for Therapeutic Day Treatment rate and unit structure.)
