"II. Out of this appropriation, $275,000 the second year from the general fund is provided to contract with the Virginia Center for Health Innovation to develop a plan for a value-based payment pilot program to advance the integration of mental health services in primary care settings in consultation with the Virginia Task Force on Primary Care. The plan for the pilot program shall incorporate additional per member per month payments to primary care providers who complete agreed upon service benchmarks, with a goal of improving access to mental health services and treatment outcomes for children, adolescents, and young adults up to age 22. The Virginia Center for Health Innovation shall submit a report on the proposed structure of the pilot to the Director of the Department of Medical Assistance Services, the Chairs of House Appropriations and Senate Finance and Appropriations Committees, and the Joint Commission on Health Care by September 30, 2023."
