"48. Hold Harmless for the Grocery Tax Hold Harmless Error in Direct Aid Calculator


a. Out of this appropriation, $58,074,430 the first year from the general fund is provided to local school divisions as hold harmless payments in support of the Standards of Quality for the identified error in the Direct Aid calculator for the Supplemental General Fund Payment in Lieu of Sales Tax on Food and Personal Hygiene and Basic Aid offset. Local governing bodies shall appropriate these funds to school divisions in the same manner as they appropriate sales tax revenues dedicated to public education.


b. The one-time hold harmless payments represent the projected net decrease in state payments to local school divisions from the error in the Direct Aid calculator as reflected for Chapter 2 of the 2022 Special Session I."



Explanation

(This amendment provides $58.1 million GF the first year for a hold harmless payment to cover the identified error in the Direct Aid calculator tool from the Supplemental Supplemental General Fund Payment in Lieu of Sales Tax on Food and Personal Hygiene and Basic Aid offset. These funds represent the total impact to divisions in fiscal year 2023.)
