"W. The Department of Education shall conduct a study of out-of-school time programs currently available in the Commonwealth to identify areas where there are critical gaps in access to such programs, and develop recommendations for mitigating such gaps in access in order to assist working parents and ensure the safety and supervision of students in the Commonwealth outside of school hours. In conducting its study, the Department shall identify: (i) Out-of-School Time programs that currently exist in the Commonwealth for children in kindergarten through grade eight; (ii) benefits such Out-of-School Time programs confer on both children and parents in the Commonwealth; (iii) areas of the Commonwealth where there are critical gaps in access to or unmet demand for Out-of-School Time programs; (iv) funding sources used by current Out-of-School Time programs in the Commonwealth; (v) potential funding sources that are not currently used by Out-of-School Time programs in the Commonwealth; and (vi) additional strategies or methods for mitigating critical gaps in access to Out-of-School Time programs and reducing the unmet demand for such programs."



Explanation

(This amendment directs the Department of Education to study the out-of-school time (OST) programs currently available in the Commonwealth, identify areas of the Commonwealth where there are critical gaps in access to such programs, and develop recommendations for mitigating such gaps in order to assist working parents and ensure the safety and supervision of students in the Commonwealth outside of school hours.)
