"F. Out of this appropriation, $200,000 the second year from the general fund is provided for the department to study the feasibility of implementing procurement practices that prioritize, give preference to, or require the selection of vendors and suppliers whose materials are domestically produced in accordance with the federal "Made in America" policy. The study shall identify potential pilot programs for domestic content preferences based on the availability of domestic vendors and suppliers within the relevant area of procurement, as well as potential programs that could bolster the ability of Virginia-based vendors and suppliers to compete for public contracts. The study shall also identify how implementing domestic content policies can improve the ability of the Commonwealth to apply for federal funding under the Bipartisan Infrastructure Law, or other discretionary federal grant programs. The agency shall report its findings to the Chairs of the House Appropriations and Finance Committees prior to the first day of the 2024 General Assembly Session."



Explanation

(This amendment provides from the general fund in the second year the Department of General Services to conduct a study of procurement practices that implement domestic content preferences.)
