Page 39, after line 51, insert:

"C. The Virginia State Bar shall contract with the National Center for State Courts to study the establishment of a right to legal-counsel for indigent tenants in unlawful detainer cases. The study shall review case outcomes for represented versus unrepresented tenants in unlawful detainer cases, the number of attorneys needed to provide representation to indigent tenants in unlawful detainer cases, the financial expenditure for providing such representation versus the financial savings, and changes to judicial economy and case load in providing representation. The Virginia State Bar shall report study outcomes to the Chair of the House Committee of Justice and the Senate Committee of the Judiciary by November 1, 2023."



Explanation

(This amendment provides from the general fund in the second year the Virginia State Bar to contract with the National Center for State Courts to study the establishment of a right to legal-counsel for indigent tenants in unlawful detainer cases. This is a placeholder amendment until a final fiscal impact statement is available.)
