"F. The Department of Transportation (VDOT) shall conduct an independent analysis of projected travel demand impacts on the I-95/Arthur Ashe Boulevard interchange, including projected residential development at the interchange itself, nearby institutional development by Virginia Commonwealth University, and residential and commercial development served by Arthur Ashe Boulevard from Broad Street to the interchange itself.  VDOT shall identify conceptual improvements necessary to maintain appropriate levels of service on the interchange itself, as well as the safe movement of pedestrians, bicyclists, and motor vehicles through the interchange area. VDOT shall provide a report to the Secretary of Transportation and the Chairs of the House and Senate Committees on Transportation no later than December 15, 2023."

(This amendment requires VDOT to conduct an independent analysis of projected traffic demand and the current infrastructure in and around the I-95/Arthur Ashe Boulevard interchange.)
