Explanation

(This amendment provides $30.1 million from the general fund in fiscal year 2024 for improvements to Route 460 in the City of Suffolk. Route 460 serves as one of the major gateways to the Port of Virginia and a study conducted by the Hampton Roads Transportation Planning Organization (HRTPO) concluded that truck volume on the Route 460 corridor is projected to increase by 90 percent in the coming years. The Route 460 Road Improvement Project is in the engineering design and planning phase, which began in November of 2022 and 90 percent of design work will be completed by the Spring of 2024. The City, Matan Proffer, and the Port of Virginia, through the Port Opportunity Fund, funded the design phase of this two-mile improvement project with an $8.6 million investment. This $30.1 million proposed funding investment allows the City to take the next step on this project by funding right-of-way acquisition and utility relocation.)
