"D. Out of the amounts appropriated in this item, $2,000,000 the second year from the general fund is provided for the expansion and upgrade of infrastructure at the Virginia Fisheries and Aquatic Wildlife Center."

Explanation

(This amendment provides $2.0 million from the general fund in fiscal year 2024 for the expansion and upgrade of infrastructure at the Virginia Fisheries and Aquatic Wildlife Center in Charles City County. Currently, the Center is the only significant source of freshwater mussels in the Chesapeake Bay Watershed. The planned infrastructure improvement at the Center will increase propagation capacity by up to 75 percent, which would correspond to an additional 500,000 mussels each year. This amendment is supported by the Chesapeake Bay Commission, and similar initiatives to expand mussel capacity are underway in Maryland and Pennsylvania.)
