"5. Out of the appropriation in this item, $12,907,600 is provided to the Department to create and implement a pilot program for a special grant fund to incentivize farm operators to adopt stream exclusion systems, nutrient management plans, and forested riparian buffers on lands within the Chesapeake Bay watershed. To incentivize the adoption of these highly cost-effective practices, grants pursuant to this appropriation shall be awarded to provide additional funds beyond payments authorized and made for the same practice from the Agricultural Cost Share program. The amount of such grants shall not exceed 25 percent of the payment authorized by the Agricultural Cost Share program. From this appropriation, $11,422,655 shall be used for incentive grants to farmer operators and $1,484,945 shall be applied to technical assistance. The special grant fund shall be non-reverting."



Explanation

(This amendment provides $12.9 million from the general fund in fiscal year 2024 to establish a pilot special grant fund to incentivize the most cost-effective agricultural best management practices in order to assist the Commonwealth in achieving the Phase III Chesapeake Bay Watershed Implementation Plan.)
