This funding will be ongoing until such time as revenues from retail cannabis sales are made available for this purpose."



Explanation

(This amendment provides $2.5 million the second year from the general fund to support Community Service Boards (CSB) in their efforts to prevent underage cannabis use. With the legalization of simple possession of small amounts of marijuana for personal use in the 2021 General Assembly Session, a portion of the revenue from retail sales was designated to cannabis prevention and treatment programs. With retail sales on hold, CSBs do not have the funds to develop and engage the prevention programs. The proposed funding would provide every CSB the ability to support one position to support the prevention of underage cannabis use or any resources needed to implement the Center for Substance Abuse Prevention six step model until revenue from retail cannabis sales are available.)
