"NN. 1. Out of this appropriation, $650,000 the second year from the general fund is provided for the Department of Behavioral Health and Developmental Services to contract as soon as practical with a vendor to implement a secure online portal, which is compliant with the Health Insurance Portability and Accountability Act (HIPPA), for Community Service Boards (CSB) to upload and share patient documents with inpatient psychiatric facilities.

2. The requirement for Behavioral Health Authorities, CSBs, and private inpatient providers licensed by the Department of Behavioral Health and Developmental Services to participate in the acute psychiatric bed registry pursuant to § 37.2-308.1 is temporarily suspended until such time as a new registry is made available by the Department of Behavioral Health and Developmental Services, which shall be no later than December 1, 2023."

Explanation

(This amendment provides $650,000 the second year from the general fund for the Department of Behavioral Health and Developmental Services to implement an online portal where Community Service Boards and hospitals can share patient documents to facilitate the process of finding a bed for an individual in need of inpatient psychiatric care. The current bed registry is reported to not fulfill its intended purposes. While the Department works to replace the acute psychiatric bed registry with an improved version, the current bed registry participation requirement is suspended.)
