Explanation

(This amendment adds $620,000 from the general fund the second year to expand the Comprehensive Harm Reduction services to additional sites in fiscal year 2024 through the Virginia Department of Health. Funding provided during the 2022 Special Session I, level funded these services in fiscal year 2024. This funding would enable four additional sites to be added. Harm reduction services are geared towards reducing drug overdoses and fatalities. They include risk reduction counseling, testing for infections diseases, distribution of naloxone, referrals for substance use disorder treatment and other services. Sites providing these services have been successful in distributing naloxone and tracking overdose reversals, referring individuals to needed services, and reducing the transmission of the Human Immunodeficiency Virus (HIV), hepatitis B and hepatitis C. Recently, 75 counties in Virginia have been identified as being at increased risk for an HIV or hepatitis outbreak related to the opioid epidemic.)
