"b.1. Out of this appropriation, $5,300,000 the second year from the general fund is provided to support the state share of a one-time retention bonus payment for instructional positions on September 1, 2023 for school divisions that experience more than 5 percent in teacher turnover.  Sufficient funding is provided in this item for the state share of a $2,500 payment per funded SOQ instructional and support position for school divisions that experience more than 5 percent in teacher turnover.

2. To be eligible for this retention bonus payment, the individual filling the instructional position must be employed by the local school division during the 2022-2023 school year and maintain employment in the same local school division during the 2023-2024 school year.  School divisions shall have discretion to determine the bonus amount per employee to maximize the use of these funds to promote retention among instructional staff.  The state funds that the school division is eligible to receive shall be matched by the local government based on the composite index of local ability-to-pay.  Localities are encouraged to use additional available funds to provide retention bonuses to other eligible instructional and support positions.

c. Employees may be eligible to receive both bonuses provided in paragraph a.1 and b.1."



Explanation

(This amendment provides $5.3 million in the second year from the general fund to provide the state share of one time $2,500 retention payments to certain individuals in school divisions that experienced teacher turnover in excess of 5 percent. Eligible recipients must have been employed in a school division in the 2022-2023 school division and remain employed in the school division during the 2023-2024 school division. These bonuses are in addition to the 1 percent retention bonuses proposed for all school division instructional and support positions as proposed in House Bill 1400, as introduced. This is a recommendation from JLARC's report, "Pandemic Impact on Public K-12 Education".)
