Page 186, after line 50, insert:

"For the county of Stafford, grants shall be distributed based on an allocation formula providing the state share of a $8,516 per pupil grant in the first year and a $8,674 per pupil grant in the second year for 100 percent of the unserved at-risk four-year-olds in such locality for a full-day program; grants to half-day programs for such locality shall be funded based on the state share of $4,258 in the first year and $4,416 in the second year per unserved at-risk four-year-old in such locality."



Explanation

(This amendment provides $4.5 million the second year from the general fund to increase Stafford County's Cost of Competing (COCA) rate from 25 percent of the full COCA rate to 50 percent of the full COCA rate.)
