Explanation

(This amendment provides $328.9 million the second year from the general fund to increase the 5.0 percent salary increase in fiscal year 2024 to 11.0 percent and permits school divisions that provided salary increases during fiscal year 2023 in excess of 5.0 percent to count such excess toward the required local match for fiscal year 2024 compensation supplement funding. The amendment also increases the minimum salary increase that a school division must provide to access a prorated portion of the funds from 2.5 percent to 5.0 percent. This amendment would support the goal of Virginia reaching the national teacher pay average in the 2023-24 school year, as stipulated in proposed House Bill 1566.)
