"FFF. Out of this appropriation, $200,000,000 the second year from the general fund is provided to support public-private delivery of preschool services for at-risk children through the Child Care Subsidy Program administered by the Department of Education and the Mixed Delivery program administered by the Virginia Early Childhood Foundation and funded in paragraph S of this item.  These funds shall be administered as a formula grant based on unmet family demand and using the Department of Education's methodology to estimate the actual cost of providing high-quality early childhood education services in community-based settings.  Services for families with children from six weeks through three years old shall be prioritized.  Programs must provide high quality, full-day, full-year services.  The Department shall collect information on the use of these funds to compile a comprehensive report including the number of children served, expenditures, child outcomes, and program quality.  The report shall be submitted to the Chairs of the House Appropriations, House Education, Senate Finance and Appropriations, and Senate Education Committees by December 1 each year."



Explanation

(This amendment provides $200.0 million the second year from the general fund to serve additional preschool children in the existing VECF-administered Mixed Delivery preschool program and the federally-funded Child Care Subsidy Program.)
