"FFF. Out of this appropriation, $7,500,000 the second year from the general fund is provided for the Virginia Health Care-based Early Childhood Education Program to address persistent healthcare workforce shortages.  The Department of Education shall provide funds to licensed healthcare organizations and resources to healthcare providers to establish and maintain early childhood education centers and facilities.

a. Out of this amount, $3,500,000 the second year shall be provided for a facilities grant program for licensed health care organizations to build and maintain early childhood education centers for their employees and surrounding community.

b. Out of this amount, $4,000,000 the second year shall be provided to licensed health care organizations to administer subsidies for early childhood education tuition scholarships to individuals working in a health care setting who do not currently qualify for state or federal assistance and whose individual income does not exceed 85 percent of the state median income."
