Page 118, line 27, strike "Region 5" and insert:

"Region 5's Regional Council".

Page 118, line 28, after "shipbuilding" insert "ship repair".

Page 118, line 28, after "construction" insert:

"through the Hampton Roads Regional Training System under the Hampton Roads Workforce Council. Prior to distributing the funds, the regional council shall enter into a memorandum of understanding (MOU) with the Hampton Roads Workforce Council that includes specific details about initiatives to be funded, number of individuals to be trained and industries to be supported. To facilitate development of talent pathways that remedy current workforce shortages and unemployment or under-employment in the region, projects funded through this MOU should be developed in partnership with private employers with the goal of providing individuals with opportunities for full-time employment in these clusters. Preference shall be given to initiatives that receive matching federal funds or are complemented by existing or future federal funding. The MOU, through its terms, may offer waivers to the full application and reporting requirements under the § 2.2-2489, Code of Virginia provided that outcomes are reported in a satisfactory manner to fulfill audit requirements."



Explanation

(This amendment directs $2.5 million included in the introduced budget for workforce projects in Hampton Roads to projects of the Hampton Roads Regional Training System under the Hampton Roads Workforce Council.)
