"P. Out of this appropriation, $15,000,000 the second year from the general fund is provided for relief to residents of Virginia that lost or sustained property damage as a result of a flood disaster, mudslide, or landslide occurring on or after July 1, 2022, but before August 31, 2022 and subject to a Major Disaster Declaration (FEMA-4674-DR) issued by President Biden on September 30, 2022. Remaining funds shall not revert to the general fund, but be utilized for the purpose of implementing flood prevention and protection projects and studies in areas that are subject to recurrent flooding as confirmed by a locality-certified floodplain manager, in the locality within which such disaster occurred. Priority shall be given to projects that implement community-scale hazard mitigation activities that use nature-based solutions to reduce flood risk."

(This amendment provides $15.0 million in fiscal year 2024 from the general fund to provide relief to the victims of a major flood in Buchanan and Tazewell counties and directs remaining balance to flood prevention activities.)
