Page 109, after line 14, insert:

"P. Out of this appropriation, $150,000 the second year from the general fund is provided for the department to study factors that erode the ability to preserve and increase workforce and designated affordable housing. Notwithstanding the provisions of the Virginia Public Procurement Act, to complete this review, the department shall contract with George Mason's Center for Real Estate Entrepreneurship. The department shall submit recommendations to reverse this erosion to Virginia Housing, the General Assembly, the Senate Committee on Local Government, the House Committee on Counties, Cities and Towns, and the Virginia Housing Commission on or before June 30, 2024."



Explanation

(This amendment requires the Department of Housing and Community Development to work with George Mason's Center for Real Estate Entrepreneurship to study factors that contribute the inability to preserve and strengthen designated affordable housing in the state, and provides $150,000 in fiscal year 2024 to complete this work.)
