"Out of this appropriation, $15,900,000 the first year from the general fund is provided to supplement the Department of General Services' project to renovate Eastern State Hospital. In addition to the original scope approved for this project, the scope is hereby expanded to also include the hardening of the exterior of Building 1 (Hancock Geriatric Treatment Center), and Building 2 (the Adult Mental Health Treatment Center), to include removal of the existing brick masonry and siding and its replacement with new foundation, sheathing, and exterior material, as well as replacement of patient windows. Should the total cost of this project, either due to its original and/or expanded scope, exceed available capacity of this Item, it shall be eligible for funds from the 2022 Capital Supplement Pool, as set out in Item C-69.60, Chapter 1, 2022 Special Session 1, and continued in Item C-79.50 of this act."

Explanation

(This amendment provides general fund in the first year and amends the scope of an existing project at Eastern State Hospital. Specifically, it amends the project scope so that it addresses both interior and exterior work needed to ensure maximum security of the facility for patients, staff, and visitors. The funding provided in this amendment is transferred from a companion action that strikes the separate exterior capital project for Eastern State Hospital proposed in Item C-39.50 of this act. By combining the two projects, this amendment expedites the process so that the facility can attain an improved state of safety as soon as possible. This amendment also removes general fund proposed to supplement the original project scope with the understanding that this project, in its original and expanded scope, is eligible for an allocation from the 2022 Capital Supplement Pool.)
