"2. The Department shall assess the impacts of revisions to its length of stay guidelines adopted by the Board of Juvenile Justice at its November 9, 2022 meeting. Such assessment shall identify the future bed space capacity needs of the Department, as well as related needs for additional treatment, rehabilitation, and re-entry services to be provided to juveniles committed to the Department. In its assessment, the Department shall consider various alternative approaches to meeting its anticipated operating needs, to include but not be limited to, additional staffing, construction or renovation of juvenile correctional center space, lease and operation of facilities operated as juvenile detention centers, and changes in the utilization of existing Department programs to include the Community Placement Program. The Department shall provide its assessment and recommendations to the Governor and Chairs of the House Public Safety and Appropriations Committees, and Senate Judiciary and Finance and Appropriations Committees no later than October 1, 2023."



Explanation

(This amendment removes $2.9 million from the general fund the second year included in the introduced budget for the Department of Juvenile Justice to directly staff and operate 30 beds in space leased from local juvenile detention centers, and includes language requiring the Department to provide an assessment of the impacts of changes to its length of stay guidelines on its needs for treatment, program, and bed space capacity.)
