"c. Out of this appropriation, $1,692,990 the first year from Governor's Emergency Education Relief federal pandemic relief funds is provided for a one-time pandemic bonus payment of $1,000 on May 1, 2023, per instructional and support position at certain regional programs.  Programs eligible for this funding are regional programs operated pursuant to an agreement between two or more and shall include regional special education programs, regional career and technical centers, and CodeRVA. Sufficient funding is provided for the entire cost of an average $1,000 bonus per instructional and support position based on fiscal year 2021 full-time equivalent position counts, as reported to the Department of Education for those programs. Programs shall have discretion to determine the amount of bonuses per employee to maximize the use of these funds to promote retention among instructional and support positions in this act. The funds for which a division is eligible to receive shall require no match by the local government. Programs are encouraged to use additional available funds to provide pandemic bonuses to other eligible instructional and support positions."



Explanation

(This amendment provides $1.7 million the first year from Governor's Emergency Education Relief federal pandemic relief funds for the distribution of a $1,000 bonus per position to staff of regional special education programs, regional career and technical centers, and CodeRVA. Staff of these programs were not included in the ARPA-funded bonus that was provided for other K-12 employees during 2022 Special Session I.)
