"P. 1. Out of this appropriation, $10,000,000 the second year from the general fund is designated to increase the availability and attainment of industry-recognized certifications or credentials for high school students. The Virginia Community College System, in consultation with the Secretary of Education and the Secretary of Labor, shall establish and implement pilot programs that partner community colleges with local school divisions to teach courses that lead to attainment of industry-recognized certifications or credentials that are in demand by regional employers. Identification of regional in-demand credentials shall be performed in collaboration with the Virginia Office of Education Economics.

2. The Virginia Community College System shall report to the Secretary of Education, the Secretary of Labor, and the Chairs of the House Appropriations and Senate Finance and Appropriations Committees on program metrics including, but not limited to, student enrollment, certifications or credentials earned, and employment.

3. Out of the amounts in paragraph P. 1. of this item, $3,400,000 the second year shall be dedicated to programs training high school students for aviation maintenance certifications and credentials. This includes $1,900,000 for the Virginia Space Grants Consortium to provide scholarships for high school students to participate in immersive ground and flight training through the solo experience, obtainment of a private pilot certification, and for subsequent instrument, commercial and certified flight instructor certifications critical to the commercial pilot workforce pathway."



Explanation

(This amendment provides funding for workforce credential pathways for high school students to address in-demand fields including aviation maintenance and commercial pilot certifications.)
