"FFF. Out of this appropriation, $15,000,000 the second year from the general fund is provided for (i) the Department of Education and partners, such as the Department of Behavioral Health and Developmental Services to provide technical assistance to school divisions seeking guidance on integrating mental health services; and (ii) grants to provide school-based mental health services.  School divisions are encouraged to collaborate with public community-based providers or private community-based providers to contract for the provision of school-based mental health services.  The Department of Education shall (i) determine success metrics for the programs, (ii) report on outcomes of such metrics and the activities completed using these funds, and (iii) identify funding recommendations and resources needed to continue these efforts.  The Department shall report such information annually to the Behavioral Health Commission by September 1."



Explanation

(This amendment moves the $15.0 million proposed in the introduced budget for school-based mental health services from the Department of Behavioral Health and Developmental Services to the Department of Education. There is a corresponding amendment in Item 311.)
