a. Of this amount, $850,000 the first year is provided to support the development of microcredentials, parent resources and professional development to school divisions.

b. Of this amount, $1,000,000 the second year is provided to the University of Virginia's Virginia Literacy Partnership through the Department of Education, for the development of a literacy screener for administration to students in grades 4-7.

c. Of this amount, $3,300,000 the first year and $4,300,000 the second year is provided to deploy a train the trainer model to disseminate professional development.

d. Of this amount, $1,000,000 the second year is provided to the University of Virginia's Virginia Literacy Partnership through the Department of Education, to conduct a one-time review of curriculum materials for alignment with the Act.

2. Out of this appropriation, $740,000 the first year and $1,340,000 the second year from the general fund and $4,960,000 the second year from the federal Governor's Education Emergency Relief (GEER) fund is provided to support ongoing implementation of literacy instruction and literacy screening as required by the Act.

a.  Of this amount, $600,000 the first year and $2,400,000 the second year is provided to the University of Virginia's Virginia Literacy Partnership through the Department of Education, for the provision of literacy coaching, technical assistance and professional development as required by the Act.  Such services shall be provided by licensed reading specialists. Of this amount, $1,000,000 the second year is provided to support ongoing professional development.

3. The Board of Education shall initiate the textbook approval process as provided in § 22.1-238 et seq. to ensure local school boards may purchase textbooks aligned with Chapters 549 and 550, 2022 Acts of Assembly, through the Virginia Public Procurement Act exemption provided in § 22.1-241."



Explanation

(This amendment provides $6.7 million the second year from remaining balances of Governor's Emergency Education Relief federal pandemic relief funds to implement the provisions of House Bill 1526, which expands the Virginia Literacy Act from grades K-3 to grades K-8. These funds specifically are provided to support additional literacy coaches, development of a literacy screener for use in grades 4-7, professional development, and review of curriculum materials. In addition, the amendment restructures the existing language to delineate one-time versus ongoing costs associated with this initiative. Finally, the amendment ensures that all regional literacy coaches are licensed reading specialists.)
