"Out of the amounts in this item, $10,000,000 the second year from the general fund is provided for a program to provide financial assistance to localities or planning district commissions acting on behalf of its member localities, to increase capacity for and accelerate plan review and the review and issuance of building permits by local building departments. Financial assistance shall be provided in the form of grant funding to support local building departments or regional activities including building code enforcement, plan review, and technology advancements. The department shall develop appropriate criteria and guidelines for the deployment and use of the funding for this pilot program based on a competitive scoring process that considers the need and fiscal stress of the locality or region and gives preference to projects that are regional, realize economies of scale, and prioritize solutions that address challenges with short-term state assistance."
