"5.  The Department of Medical Assistance Services shall have the authority to amend the State Plan for Medical Assistance Services to implement a supplemental Medicaid payment for all hospitals
that are rural as defined by regulations promulgated by the Centers for Medicare and Medicaid Services to be effective July 1, 2015.  The total supplemental Medicaid payment shall be based on the Upper Payment Limit approved by the Centers for Medicare and Medicaid Services and all other Medicaid Payments, not to exceed the amount appropriated for such purpose in this item.  The department shall have the authority to implement this change prior to the completion of any regulatory process undertaken in order to effect such changes."


Explanation
(This amendment provides DMAS with the authority and funding to implement supplemental Medicaid payments to rural hospitals based on the upper payment limit approved by the Centers for Medicare and Medicaid, not to exceed $9.8 million from the general fund and $9.8 million from matching federal Medicaid fund appropriated in fiscal year 2016 for this purpose.)
