Page 246, after line 36, insert:
"N.  Pursuant to § 2.2-5211.1 of the
Code of Virginia
,
the State Executive Council shall evaluate the results of the annual survey performed by the Office of Comprehensive Services to measure gaps in the services needed to keep children in the local community and any barriers to the development of those services.  Based on this survey and on input received from public and private stakeholders in the provision of children's services, the Council shall develop recommended priorities to address these gaps in services, to be funded by any un-appropriated balances existing in the agency's budget at the end of each fiscal year.  These recommendations shall be communicated to the chairmen of the Senate Finance and House Appropriations Committees no later than June 30 of each year."


Explanation
(This language amendment requires the Office of Comprehensive Services to reinvest unappropriated balances at the end of each fiscal year to address service gaps in the CSA program based on recommendations from the State Executive Council.)
