Explanation
(This amendment amends existing language to express the legislative intent that the Board of Corrections should measure the design capacity of local and regional jails based upon recognition of the anticipated bed capacity of multiple occupancy cells, rooms, and dormitories that are designed for multiple occupancy. Generally, maximum security cells, including isolation and segregation units, are counted as single occupancy cells. However, medium and minimum security cells, rooms, and dormitories may be designed to hold more than one inmate, including, for example, double, triple or quadruple occupancy cells or rooms, or dormitories in which double bunks are planned. The number of beds in these units should be counted in terms of planned multiple occupancy in the measurement of design capacity if the jail infrastructure is appropriately designed and adequate staffing is provided to accommodate the number of inmates anticipated in such multiple occupancy units.)
