(This amendment restores the two percent reduction contained in the introduced budget for state aid to public libraries. The FY 2012 budget provides 55 percent of the $26.7 million that would be required for full funding based on the formula established in § 42.1-48 of the Code of Virginia. About 75 percent of state aid is used for books and library materials and for many library systems, state aid is the only source of funding for materials.)
