A. Higher education operating funds appropriated in this program may be allocated for need-based aid to Virginia undergraduate students to enhance the quality and diversity of the student body.
B. Out of this appropriation, $52,560 the first year and $52,560 the second year from the general fund is provided for undergraduate financial assistance consistent with the objectives of the Higher Education Opportunity Act of 2011.
