Explanation
(This amendment updates the free lunch eligibility rate data used in the K-3 Primary Class Size Reduction program. The data is updated from base year 2008 to base year 2010. This is a technical amendment that was inadvertently omitted from rebenchmarking. Since this program is currently Lottery-funded, additional general funds would be provided for textbooks, which is currently split-funded between Lottery Proceeds and general funds. In addition, the amendment specifies that in the first year school divisions may have the flexibility to be considered to meet the requirements of this program if the ratio for each school is no more than five students higher than otherwise required for this program.)
