Explanation
(This amendment provides funding for the Soundscapes after school program that is modeled on the internationally recognized children's orchestra program in Venezuela known as "El Sistema," which has 35 years of proven results with as many as 350,000 students participating every year. This is one of a handful of new such programs under development in the United States. In 2009, the program was piloted in one Newport News elementary school in which 72 percent of the students are considered economically disadvantaged. The goal is ultimately to replicate the program throughout Hampton Roads. The Virginia Symphony and other community partners help support this local program.)
