Explanation
(This amendment provides $50.6 million from the general fund and $50.6 million nongeneral funds from federal Medicaid matching funds to restore funding for providers of Medicaid services. Chapter 874 of the 2010 Acts of Assembly reduced rates for inpatient hospital services, as well as physician and dental services, in fiscal year 2012 by four percent. This amendment restores full funding for inpatient hospital rates as well as physician and dental services. In addition, Chapter 874 of the 2010 Acts of Assembly reduced rates for nursing home services by three percent. The introduced budget partially restored that reduction, resulting in a two percent reduction to nursing home operating rates in fiscal year 2012. This amendment restores full funding for nursing home operating rates. Finally, Chapter 874 of the 2010 Acts of Assembly eliminated an incentive payment for long-stay rehabilitation hospitals in fiscal year 2012; this amendment restores full funding for the incentive payment.)
