Explanation
(This amendment, in combination with $87.7 million in a companion amendment, "makes whole" the 97 school divisions budgeted to receive a "hold harmless" payments in the 2010 adopted budget as adjusted for final 2010 actions and revised projected enrollment in the introduced budget. This amendment also reflects additional estimated savings of $2.0 million in the Virginia Preschool Initiative for at-risk four-year-olds based on a projected 25.37% non-participation level in the program. The resulting actions split-fund the remaining "Hold Harmless" payments with $14.6 million from the general fund and $2.0 million from the Lottery Proceeds Fund. This is a one-time supplemental payment to school divisions, and as a one-time allocation shall be taken out of the base expenditures for the purposes of calculating the cost the fiscal year 2012-2014 biennial budget and future rebenchmarking cycles.)
