Explanation
(This amendment, in combination with the $87.7 million in the previous amendment, "makes whole" all 97 school divisions due to receive "hold harmless" payments in the 2010 adopted budget as adjusted for final 2010 actions and revised projected enrollment. This amendment also reflects additional estimated savings of $2.0 million in the Virginia Preschool Initiative for at-risk four-year-olds based on current participation levels, and so the remaining "hold harmless" payments are split-funded with $14.6 million from the general fund and $2.0 million from the Lottery Proceeds Fund.)
