Page 37, after line 25, insert:
"The Office of Commonwealth Preparedness shall undertake an effort, in conjunction with the Department of Emergency Management in it's role as the State Administrative Agency, to ensure that the Urban Areas Security Initiative (UASI) grants, Port Security Grant Program (PSGP), and any other federal grants distributed to the Commonwealth or it's political subdivisions pursuant to homeland security or emergency management activities are spent consistent with the stated intent of those grants and in a manner that best serves the overall homeland security and emergency management goals of the Commonwealth as determined by the Governor and other officials charged with oversight of those functions.  The Office of Commonwealth Preparedness shall provide its conclusions in a report to the Chairmen of the House Committee on Appropriations, the House Committee on Militia, Police, and Public Safety, the Senate Committee on Finance, and the Senate Committee on Courts of Justice, by September 1, 2011."


Explanation
(This amendment requires the Office of Commonwealth Preparedness to report on the use of federal homeland security and emergency management grants distributed to the Commonwealth or it's political subdivisions and to assess how the expenditure of those grants meets the Commonwealth's overall homeland security and emergency management goals. This report is to be provided to the standing House Appropriations and Militia, Police, and Public Safety Committees and the Senate Finance and Courts of Justice Committees by September 1, 2011.)
