Explanation
(This amendment restores funding to the Virginia Office for Protection and Advocacy (VOPA), an independent state agency. VOPA advocates on behalf of Virginians with disabilities in Virginia, including children needing special education services and adults at risk of abuse or neglect. VOPA uses state general funds to ensure compliance with state disability laws, including the Virginians with Disabilities Act, § 51.5-40 et seq. State general funds are also necessary to enable VOPA to meet increased requirements placed on it as an independent state agency with employees who are covered by the Virginia Personnel Act.)
