"B.  Out of the amounts appropriated for the State Lottery Operations, the Secretary of Administration shall contract with an independent, private entity to conduct an external performance audit of the Lottery Departments operations and contracts and report the results of the audits to the Chairmen of the House Appropriations and Senate  Finance Committees by December 1, 2011.  The Lottery Department shall be prohibited from entering new contracts for games that award non-monetary prizes until the audit is completed and the final report submitted."

Explanation
(This amendment proposes language prohibiting the Lottery Department from entering into any new contract to award non-monetary prizes until an independent audit is completed and the results provided to the General Assembly.)
