Explanation
(This amendment provides an additional $1.0 million in the second year from the general fund for children's mental health services. Funding would come from a portion of the fiscal year 2010 balances from the Comprehensive Service Act (CSA) program that were achieved through reduced use of residential services and more appropriate use of community alternatives for children served through CSA. Funding will be used for community-based children’s mental health services according to the priorities laid out in the interim report from the Department of Behavioral Health and Developmental Services titled "A Plan for Community-Based Children’s Behavioral Health Services in Virginia," October 1, 2010. The top four priorities established in the plan were crisis response services, case management and intensive care coordination, psychiatric services and in-home services.)
